Following a recent survey in North-West England and Northern Ireland, most survey respondents expect prices to rise significantly over the spring and early summer.
In the longer term, the Royal Institute of Chartered Surveyors (RICS) expects house prices to rise by more than 4% a year in England and Wales.
"The imbalance between demand and supply still exert a strong influence on the market, with house prices expected to rise by close to 25 per cent over the next five years," said Mr Rubinsohn, Chief Economist at the RICS.
Recent estimates of house price inflation vary from 10.1% in the year to March by the Halifax, to 5.7% by the Nationwide.
